Sell of Pork banned in Lohit district
TEZU, Mar 02: Lohit District Magistrate has imposed ban on selling of Pork within Lohit District. The ban has been imposed as a precautionary measure due to infection of Influenza A (H1NI) virus in various states of our country.

Dr. T Darang dies
ITANAGAR, Mar 02: Dr T. Darang, SMO, who was serving at RKM Hospital here for the last 10 years, died after a brief illness here today.
Born to Late Tashang and Yamum Darang in remote Kebang village in East Siang district, he did his MBBS from Assam Medical College, Dibrugarh in 2004.
Dr. Darang was brought by his paternal uncle Late Tajir Darang and paternal Aunt Yayong Darang Setang after he lost his parent at a tender age. Despite challenges, his grit and determination drove him to excel during his school days in Govt. Secondary School, Pangin and GHSS Pasighat.
He is survived by his wife, a son and two daughters.
RKM Hospital along with its doctors and staff and the public of Itanagar deeply mourned the untimely and sad demise of the dedicated doctor.

Minister visits Oju Welfare
ITANAGAR, Mar 2: Minister of Social Justice, Empowerment & Women and Child Development, Wanglin Lowangdong along with MLA Tirong Aboh visited Oju Welfare Association accompanied by Women and Child Development, Director RT Riba and Joint Director T Pertin.
They were briefed about the projects and programmes running under the Oju Welfare Association. The Minister interacted with the students, staffs and was quite impressed and appreciated the various works carried out by the organization. He assured to extend his support in the near future.
DSU calls for action against assault case
ITANAGAR, Mar 02: Claiming that a PRI leader has physically assaulted one of local resident recently, Doimukh Students' Union has lodged a complaint with the Papum Pare Deputy Commissioner. The Union claimed that the accused person attacked the victim with sharp edged weapon and seriously injured him just for a minor altercation. The victim is currently undergoing treatment at Arunachal Pradesh State Hospital, Naharlagun, it added. It also claimed that despite FIR being lodged with the Doimukh Police Station on February 23 last, no arrest has been made yet. The union condemned the police for not taking prompt action. It urged upon the DC to direct the police to arrest the accused person within 7 days failing which it threatened to launch democratic movement.

Demand for eviction of school land encroacher
ITANAGAR, Mar 02: All Tagin Student Union (ATSU) demanded the district administration to evict the encroachers of Govt. Hr. Sec. School, Daporijo immediately and also dismantle the old laboratory.
An ATSU team alongwith the district land revenue settlement team conducted survey of land demarcation of the school, said that the old laboratory building has been abandoned for decades. Further, the ruined building is posing danger to public of Pakam colony living close to it. ATSU proposed a road through the vacant land.
It also appealed to the state Government and the local MLA to contribute some fund for erection of boundary wall for safety of school land and welfare of student community.

Pare Hydel project to be completed in Dec 2015
ITANAGAR, Mar 02: Chief Minister Nabam Tuki today visited the Pare Hydro Electric Project near Hoj in Papum Pare district and took stock of the progress made so far.
The 110 MW project is being developed by the North Eastern Electric Power Corporation (NEEPCO) over Pare River at an estimated cost of Rs 1293.99 crore (revised including IDC & FC).
Interacting with project officials, the Chief Minister expressed satisfaction at the progress made and urged for expediting the final touches. He called upon the NEEPCO authorities to give top priority to Corporate Social Responsibility (CSR) activities for the benefit of the project affected people besides abiding by the relief and rehabilitation package guidelines.

Forums demand review of hydro power policy
ITANAGAR, Mar 02: "The people of Siang valley are not happy with the hasty Govt policy
decision of indiscriminate allocation of hydro projects to individuals/private and

The forums demanded scrapping/reviewing and cancellation of the Govt policy and decision on mega dams within 3 months and threatened to launch agitation against the government if their demands are not fulfilled.
The forums said that such insensitive and indiscriminate allocation of all the river valleys of the state in general and Siang belt in particular may lead to tribal holocaust due to multiple impact of environment hazards, demographic changes due to migrant labour, loss of social habitat of the tribal people, change in socio economic policy of the state due involvement of corporate politics in the state against the tribal interest.
There is no adequate Govt policy to redress the grievances of project affected people and there is no clear cut Govt policy on relief, rehabilitation, settlement and compensation for land loss in case of installation of maga dams in the Siang valley either from union Govt or state Govt, they said.
Arunachal Pradesh have 80% forest cover, but all the forest are private forest owned by private individual or community and the same is duly recognized under the customary practices. But despite recognition of land rights under the customary practices, the Govt is yet to come out with clear cut policy for recognition of the same.
The Forums further said that the 'external interference over our land rights' is a direct attack on socio economic and cultural rights of the local people and the same is required to be recognized by way of state enactment on public interest before taking away the local land rights through state instrument. So under such prevailing circumstances, the people of the Siang valley are not ready to accept the imposition of mega hydro power project at any circumstances.

ITANAGAR, Mar 02: In what could be termed as service to humanity, a team of Longding District Students' Union (LDSU) provided drinking water to all the residents of Longding town yesterday. Water tankers carrying portable water went around all the colonies and supply water to the residents. The LDSU team decided to continue to supply potable water until rainy season. At the said time they also urged the people to preserve water and adopt the rainwater harvesting method before the rainy season arrives. The team is fetching water from Tissa town, 12 km away from Longding town and the entire vehicles and fuel expenses are paid by the union through donations. "The common citizens of Longding town have been facing the scarcity of water every year during winter season and yet no adequate initiatives have been taken by the district administration and local leaders to provide drinking water to the population. At Longding town there is no proper water supply tank/source," said LDSU president Manlem Wangsu. He further said that every year the state Govt sanctions funds for water supply at Longding town, but there is no tangible measure taken so far to solve the potable water problem.

Union opposes construction of working women hostel
ITANAGAR, Mar 2: All Upper Siang District Students' Union (AUSDSU) in order to protect the Yingkiong Government Higher Secondary School land has served seven days ultimatum to district administration to fulfill their demands and called to launch agitation in the district if their demands are not fulfilled within the stipulated time.
The union alleged that the government land demarcated for old Boys Hostel of Government Higher Secondary School Yingkiong is being destructed without NOC issued from Education Department of Upper Siang District for construction of RCC wall and establishment of Working Women Hostel, Destitute Children Hostel and Old Age Home at the school land by Urban Development and Housing Department, Upper Siang District.

DRDA employees appeal for absorption in line department
ITANAGAR, Mar 02: The DRDA employees of Dibang Valley district have appealed to the Prime Minister for immediate absorption of all the DRDA employees of the district in line department of the state government failing which they threatened to knock the door of the court for fulfillment of their demand.
The Ministry of Rural Development, Government of India, has written several times to the Government of Arunachal Pradesh for absorption of DRDA employees in the line department of the State Government. But in spite of all that we are not yet absorbed, said the DRDA employees in a representation to Prime Minister of India.
They also apprised the Prime Minister of the fact that the staffs of DRDA have been absorbed in the line department in Andaman and Nicobar Islands and in other states, like Madhya Pradesh, Maharashtra, Rajasthan and West Bengal, the DRDA staffs were merged with ZPs.

Home Ministry opposes AFSPA repeal
New Delhi, Mar 02: The controversial Armed Forces Special Powers Act (AFSPA) will stay as Union Home Ministry has rejected an official Committee recommendation for repeal of the Act.
A senior Home Ministry official, speaking on condition of anonymity, said that a recommendation for rejection of B P Jeevan Reddy Committee report has been sent to Cabinet Committee on Security headed by Prime Minister Narendra Modi.
Brushing aside all criticism against the Act which is dubbed as "draconian" by several human rights organisations, the Home Ministry said the Act was needed for Army to operate in areas hit by militancy or insurgency.
The Reddy Committee had submitted its report in 2005 suggesting scrapping of the law as it was a "a symbol of oppression".
The committee was set up in 2004, in the wake of intense agitation in Manipur following killing of a woman, Thangjam Manorama, while in the custody of Assam Rifles and the indefinite fast undertaken by activist Irom Sharmila against AFSPA.

The decision of the Govt. under the leadership of Nabam Tuki to recognize and cherish the contribution of the yesteryears is an extremely laudable step and a clear manifestation of his broad heartedness and his vision of inclusive growth and happiness.
Although his predecessors have delayed to recognize the contributions made by Late Tomo Riba, nevertheless Tuki has made it up by naming the State General Hospital Naharlagun, as “Tomo Riba State referral Hospital”.
The hospital was the place where Lt. Riba used to be seen almost every other day to see patients coming from every corner of the state. Similarly, the decision to recognize the immense contribution of Lt. Dorjee Khandu and Lt. Jarbom Gamlin in their areas of interest deserves loud appreciation.
Tuki has also done justice to the souls of Lt. Sobeng Tayeng, Lt. Tingkhatra, Lt. Setong Sena, Lt T C Teli and of course Lt. Techi Takar by giving them their due share of respect and recognition. If this sort of balanced attitude and action are displayed as a habit and non negotiable vision plan, it will not be a surprise if Tuki himself becomes the longest, the greatest and the most loved Chief Minister of the state.

We appreciate, respect and abide by the constitution of India because we are real Indians.
Hindi is regarded as one of the common languages in Arunachal Pradesh and everyone speaks the language instead of their own mother tongue. We sing national anthem of India in every schools, colleges and in important functions. Besides we follow all the rules and laws sanctioned by the Indian Government.
Arunachal Pradesh is not a disputed territory, but is an integral part of India. Therefore, we are Indians and proud to be Indians.

At 4.00 AM on March one, I was rudely woken up by a cacophony coming from a loudspeaker at high decibels.
Under the Noise Pollution (Regulation and Control) Rules, 2000, there is a ban on the use of loudspeakers without police permission and that there can be no use of loudspeakers between 10 PM to 6 AM. Therefore, the use of loudspeakers without permission during day time, and between 10PM to 6AM in the night time even with permission, violates this rule.

I stayed awake from the extremely loud noise, hoping that it stops in a while but
when it didn't, I tried calling the C-
Then I logged on to the internet looking for the Itanagar Police station Phone no. I got 2 phone nos. (0360) 2211283, (0360) 2292376. One didn't work and the other, I rang 11 times but no one answered.
When the Phone nos. didn't work, I woke my cousin up and went out of my house looking for the source of the loud noise.
The source of the noise turned out to be the C-
I live far away from the temple, near the Chief Secretary Bungalow and even at that distance, the cacophony was loud and clear!
I went to the temple and requested them to carry on with their Bhajan-
Also I made them aware about the Noise Pollution (Regulation and Control) Rules, 2000, that it is illegal to use loudspeaker before 6AM and after 10 PM in the night. They did turn off the loudspeaker when requested.
It was weird because the temple is just next to the Police Station, sharing a common wall!
I went to the Police Station to further make a complaint so that they don't repeat the offense. There were no one in the post but when I went inside, guards were sleeping in a room. One of them woke up and I told him about the predicament and also about the 10PM to 6AM rules. He only smiled and said nothing. Also I told him that the Police Station phone no is not working to which he had no answers. He did tell me that on the previous day, the Officer in Charge warned the Temple not to use the loudspeaker after 12 PM.
The morning ordeal left me with a bitter after taste and no sleep.
With this letter, I want to create a general awareness about the usage of the loudspeaker to the public and request the ones involved not to disturb others in wee hours.
This is exam time, many students don't get proper amount of sleep by studying late, also the hospital is nearby, there are younger and older people who needs proper amount of sleep and also such noise at such early morning is a general nuisance and complete violation of the law.
I hope the Police, the temple authorities, Bazar secretary and the public pay attention to such public nuisance henceforth.

Hoping for the best
Dear Editor,
We have been witnessing birth of new districts in our state. Also we are witnessing the constant strife for the location of the headquarters. Although districts can be divided for administrative purpose, but it too carries some ill effects with it. Now the people will recognise on the basis of district. The unity among us can be in danger. The state government is too overburdened without any proper revenue. More and more unregistered organisations will come up without any proper motto or ideology. The sense of “districtcism” will slowly and gradually develop in our mind.
I appeal my fellow Arunachales not to let the districtcism virus creep into our mind.

Proper coordination is need of the hour
Indian railways are planning to connect more areas of Arunachal in days to come.
Indian Railways General Manager R K Singh recently during his visit to the state
informed that Balipara-
Naturally people of Arunachal are excited about these railway projects. Besides giving much needed connectivity, it will also help in easy transportation of goods, which in turn will bring down the market inflation. However, the fear of illegal migrants entering state through railway remains very high. Railway authorities will have to properly coordinate with local authorities to ensure that no one dares to enter state illegally by using rail route. As of now, railways and state government has been doing decent job in managing Naharlagun railway station. Few persons have been arrested for trying to enter state without possessing ILP at Naharlagun station. They should continue to keep strict vigil.
